This position is assigned to the Bureau of Administration, Office of Operations, Office of Facilities Management Services, Facilities Maintenance Services Division. The Facilities of Management Services Division is responsible for the planning, direction, evaluation, coordination, supervision, and oversight of all building management operations, maintenance of systems and repairs and alteration activities of all State Department domestic facilities.
Duties
Participates with the branch chief in developing plans and monitoring schedules for
building(s) maintenance and repair; maintains constant contact with personnel occupying these buildings on approaches to maximize use of assigned space.
Develops detailed scopes of work for contractual building services and repairs. Serves as an authoritative technical advisor to contracting officers for technical matters pertaining to the operation, maintenance, repair, preservation, and alteration.
Leads a small team consisting of multiple lower grade level specialists providing specific services to operate and maintain the infrastructure and related equipment and services of assigned buildings and facilities.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Expertise in directing and overseeing building management programs and monitors contractor activities for contractual compliance, and to ensure leased facilities are operated within GSA property management guidelines.
Experience serving as a Contracting Officer's Representative (COR), including contract administration, monitoring contractor performance and adherence to work specifications and milestones, and maintaining a COR file and writing Statements of Work, monitoring contractor performance and adherence to work specifications and milestones.
Expertise with leading a team to provide oversight of preventative maintenance and facility condition management for an inventory of buildings, conducting assessments to determine the condition of structures, costs to cure, and life cycle requirements.
Experience with building operation and maintenance to ensure effectiveness and efficiency of building operations, automated systems, and mechanical equipment.
There is no substitute of education for specialized experience for the GS-13 position.
