This position is part of the Office of Management, Department of Energy in the Sustainability Performance Office. The Sustainability Performance Office oversees Departmental sustainability efforts required under Executive Order, legislation, and related statutes. As a Management and Program Analyst, you will be providing support staff in the overall development of concepts and strategies that will form the framework of strategic planning for the sustainability program.
Duties
The duties are described at the full performance level GS-14.
As a Management and Program Analyst, you will be:
Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components.
Provide technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy.
Formulate and identify the operational and analytical techniques for accomplishment of project objectives to produce reliable findings.
Additional duties include:
Provides staff support in the overall development of concepts and strategies that will form the framework of strategic planning for the sustainability program.
Formulates guidance for assigned program/project areas related to departmental sustainability policies and guidance.
Analyzes sustainability requirements and advises senior management on how to implement these in conjunction with changes brought about by assessment of programs and services.
Manages requests for collection, quality assurance and compilation of departmental energy, water, and materials consumption of existing buildings, construction or major renovation of high-performance sustainable buildings and motor vehicle fleet programs related to achieving zero emission buildings and vehicle fleet.
Leads/manages analysis of collected sustainability data, including efforts to increase consumption of carbon pollution-free electricity by DOE programs/sites/facilities to identify potential areas of concern/improvement.
Develops background papers and materials for senior management and prepares follow-up questions regarding programmatic policy and funding issues.

Qualifications
GS-13
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level. Specialized experience for this position is defined as meeting ALL of the following:
Supporting the development of policy, guidance, and tools for technical coordinators on activities including clean electricity, zero emission buildings, zero emission vehicles, or climate resilience; AND
Assisting in the planning and implementation of sustainability or climate resilience activities; AND
Using sustainability or climate resilience information management systems and other tools and methods to monitor organizational performance.
GS-14
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level. Specialized experience for this position is defined as meeting ALL of the following:
Directing the development of policy, strategic plans, guidance, and tools for activities including clean electricity, zero emission buildings and zero emission vehicles, or climate resilience; AND
Leading multidisciplinary teams in planning and implementing sustainability or climate resilience activities to achieve organizational performance goals; AND
Using advanced data analytics to assess, identify and support improvements in sustainability or climate resilience program performance.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
