About the Position: This is a Contract Specialist, GS-1102-11/12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Contracting Division. Omaha District has childcare conveniently located within the federal building. District employees qualify for the Army Childcare Fee Assistance program to help offset the cost of civilian childcare.

Duties

Determines method of contracting, type of contract, requirements of special provisions, inclusion of options, and evaluation criteria. Prepares justifications, approvals, acquisition plans and other required clearances. Prepares solicitation/amendment documents incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirements, Government-furnished property, and payment provisions as required. Prepares required determinations and findings, and prepares and assembles solicitation document. Monitors contractor's performance through verbal conversations, correspondence, reports review of payment vouchers, and periodic visits to the contractor's facility or work site for status of performance, scheduling or delivery requirements. Prepares Government position on protests for unsuccessful offerors and recommends a decision on claims arising under the contract.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to travel/perform Temporary Duty (TDY) up to 5%.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

Basic Requirement for Contract Specialist (all grades):Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-11: One year of specialized experience which includes 1) Preparing and/or negotiating various types of contracts; AND 2) Preparing solicitations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Specialized Experience for GS-12: One year of specialized experience which includes 1) Developing, negotiating, and modifying contracts plans and specification; AND 2) Performing pre and post award functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone for the GS-12. No substitution of education for experience at the GS-12 is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCost Estimation and AnalysisPlanning and Evaluating Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
