The primary purpose of this position is to receive, distribute, record, and process all incoming, outgoing and intra-base accountable and non-accountable official communications, as well as the safeguarding and processing of classified mail. This is a developmental position with known promotion potential to the target position of GS-05.

Duties

This position is a developmental (GS-04 Target GS-05) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-04). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. DUTY 1: Provides official/personal mail service in accordance with DoD 4525.6-M - DoD Postal Manual, DoDM 4525.- 8_AFMAN 36-306, DoD Official Mail Manual, DODI 4525.9, DoD Military Postal Service, and AFMAN 36-365, Military Postal Service DUTY 2: Prepares and fills out transfer of accountability forms, enabling a clear chain-of-custody for all accountable communications delivered and received. DUTY 3: Routes correspondence DUTY 4: Responsible for receiving, sorting, transporting, controlling, and processing all incoming and outgoing special services mail (registered, express, certified, and insured)

  • This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are being physically able to stand for prolonged periods and lift up to 70 pounds
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated nonexempt

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. GS:04: GENERAL EXPERIENCE: Applicants must have at least one (1) year of general experience. General experience is progressively responsible clerical, office, or other work that indicates my ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled., such as, office support, office automation, record filing (electronic or paper). OR EDUCATION: Successfully completed two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of official transcripts. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience as described in the job opportunity announcement and education. NOTE: only education in excess of the first 30 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of your transcripts. GS-05: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes experience processing and sorting mail as received by various carriers and dispatching all mail prior to established mail run; filing all completed documentation in a timely manner; and accurately accounting for each mail bag/ box received. OR EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience as described in the job opportunity announcement and education. NOTE: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of official transcripts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functional requirements for official/personal mail including USPS, DoD, and Air Force postal instructions, policies, and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail. 2. Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner. 3. Thorough knowledge of correspondence procedures and filing systems characterized as "complex" in the Occupational Information section. 4. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. 5. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. 6. Ability to listen to and understand information and ideas presented through spoken words and sentences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: IAW DoDI 4525.09, "Postal personnel will have, at a minimum, a favorable background check completed prior to appointment as part of the hiring process. Postal personnel opening U.S Postal Service registered official mail, certified mail, first class mail, or small parcel shipments in the United States, will have an interim or fully adjudicated SECRET clearance. Postal personnel opening registered official mail outside the United States will have an interim or fully adjudicated SECRET clearance. Once the item is identified as SECRET, postal personnel will handle the item in accordance with Volume 3 of DoD Manual 5200.01. At no time are host nation staff authorized to accept, handle, or deliver official U.S. registered mail."
