This position is within the Office of Human Capital Services (HCS) of the Veterans Benefits Administration (VBA) and reports to the Training Management & Performance Improvement Division (TMPI). The Management Analyst is responsible for applying management principles, practices, and techniques to improve the efficiency and effectiveness of a wide variety of functions and work process throughout the TMPI Division.
Duties
Acts as liaison and responsible of communicating frequently with the COR and leadership as required on Task Order work.
Ensures that TMPI contracts activities are tracked according to Federal regulations.
Identifies and documents contracting requirements for FY, new procurements/recompetes and vendor performance.
Responds to contract questions from senior leaders, managers, supervisors, and employees.
Plans and leads contract management and internal controls and provide comprehensive reports for developing and recommending solutions to complex contracts problems.
Provides technical expertise, guidance and makes determinations as to the feasibility of various policies, plans and programs to the division senior leadership. Recommends solutions to emerging challenges.
Communicates frequently with PMs managing work (does not task) within CLINs for awareness, compliance, and progress and reporting.
Initiates and conducts studies and performs or oversees projects related to areas of assignment.
Works closely with management as well as budget staff in developing and finalizing the HCS's budget requests and spending reports.
The incumbent provides oversight and coordination of resource use and allocations and; oversight and coordination of contract activities.
Establishes internal controls, verifies and validates PMs are uploading appropriate project documentation, deliverables, source code, etc.
Works closely with the COR, management as well as program managers in developing and finalizing the contract budget requests, determining approximate cost associated with program, project, and initiative for reporting and future cost estimates for future/similar work.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-14 Grade Level:
Specialized Experience: Applicants must have one year of Specialized Experience equivalent to the GS-13 level. Specialized experience is defined as but is not limited to:
Mastery assessment and improvement of contracts and program effectiveness or the improvement of complex management processes and systems to comply with Federal regulations.
Knowledge of the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
Comprehensive knowledge of program objectives, and the ability to recognize internal and external conditions and influences which require the establishment of new or revised policies, standards, and procedures.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
