TM establishes and maintains standards for fair, orderly, and efficient markets, regulating major securities market participants, including broker-dealers, self-regulatory organizations and transfer agents using mathematical models, market monitoring tools, analytical support, product expertise, rule reviews, policy change insight, regulatory filing reviews, risk positioning, financial results, internal audit findings, price verification results, and liquidity/funding positioning.

The Senior Financial Analyst in the Office of Clearance and Settlement (OCS), is responsible for supervision and management of certain financial risk management functions and projects within the clearance and settlement oversight program. Typical Duties include: Provides expert-level advice and consultation relating to financial markets and risk management to SEC staff. Analyzes and develops reports, recommendations, and advice on regulatory developments affecting operations of financial institutions including clearing agencies. Works with senior management to prepare agency positions on issues and entities outside of the SEC in the implementation of work programs. Provides subject-matter expertise and advice for assigned areas of responsibility, responding to complex and difficult questions related to the program. Helps develop and implement methodologies for resolving complex problems encountered at financial institutions, and studies relating to financial risk management at registered clearing agencies and other financial market infrastructures, including areas of market risk, credit risk, and liquidity risk management. Takes a leadership role in the agency's interaction with these registrants. Works with and leads other OCS staff in analyzing key risk metrics, determining proper empirical methodologies, planning and organizing large-scale data collection and analysis, preparing written reports and data representations, and summarizing studies in formal and informal presentations. Performs independent research related to financial risk management, particularly in clearing agency and market infrastructure risk models, and related to financial markets for various asset classes including equities, fixed income products, and derivatives. Prepares and presents findings and recommendations to senior management. Works closely with OCS attorneys developing regulations and policy, and in connection with proposed rule changes by registered clearing agencies and other self-regulatory organizations involving OCS matters. Supports other offices, focusing on risk management matters. Represents SEC in meetings, conferences and public forums; displays current knowledge and understanding of policy issues related to the assigned segment of the market; utilizes software and technological advancements to the full extent possible; maintains productive work relationships with international, federal and state government agencies and the securities industry.

  • This position is in the collective bargaining unit.
  • This position is eligible to request telework in accordance with the SEC 's telework policy.
  • Existing Participants in the SEC?s Remote Telework Program are eligible to apply for this position. If selected, management will evaluate and communicate whether the position will allow for continued participation in Remote Telework.
  • Must be a permanent SEC employee.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Time-in-grade for this announcement is one year at the GS/SK-14 or GS/SK-15 level. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATION REQUIREMENT: SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 or GS/SK-15 level: 1). Creating or analyzing statistical models used to measure and aggregate risk related to traded securities and/or derivatives; 2) Planning, directing, or conducting projects with emphasis on financial risk management at clearing agencies or other financial institutions: and or 3) Performing economic analysis and developing recommendations to senior management.
