This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Senior Defense Travel Administrator and Program Analyst.

Duties

Responsible for coordination and administration of the Government Travel Card (GTC) / Government Purchase Card Program (GPC) to include emphasis on reducing the delinquent accounts and misuse of the GTC/GPC. Oversees the work of Program Manager Defense Travel Administrators to ensure work on documents, procedures, and reports as well as processing of travel authorizations and vouchers are timely, complete, and accurate. Provides expert guidance and advice on financial policies and procedures concerning temporary duty travel entitlements, permanent change of station entitlements and the Defense Travel System (DTS). Resolves the more complex Government travel card and travel issues and develops creative solutions to controversial problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) and Practitioner Career Level Certification must be met within 60 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience in the Federal service which includes: 1) administering an automated travel system program, such as Defense Travel System (DTS); 2) providing regulatory basis for travel management, such as entitlements; 3) experience in automated financial systems such as General Fund Enterprise Business System (GFEBS); 4) knowledge of local and established procedures and regulations involving travel, such as the Joint Travel Regulation or Joint Federal Travel Regulation (JTR/JFTR). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
