Duties
Manages the development and enforcement of DLA Information Operations standard methods and procedures for the execution of application development functions.
Leads subordinate supervisors and their teams in one or more of the following applications or sub-applications to include but not limited to EBS, EDW, etc. and provides expertise in Configuration Management tools such as ECRT and DLA Remedy.
Serves as supervisor/team leader for Project Management.
Responsible for planning, organizing and directing the activities of subordinate supervisors, Project Managers and/or IT specialists in Project Management, Agile software development, incident management, etc.
Provides overall direction and guidance for the development, acquisition, testing, systems integration, product improvement, and fielding of assigned IT system/solutions.
Oversees the preparation of costs analysis to determine affordability of implementation components of the system/IT solution in relation to long-term benefits.
Accountable and responsible for overall disciplined project management and program oversight on life cycle management activities for systems required to support.

Qualifications
To qualify for a Supervisory Program Manager {Information Operations), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Supervises and manages resources involving major decisions and actions having a direct and substantial effect on the organization and programs managed.
- Provides disciplined project management, systems development management and systems maintenance support for initiatives and automated information systems.
- Establishes immediate and long range goals, objectives, plans and schedules to meet changes in legislation, program authority and funding.
- Development of the annual business plan and ensures best practices are implemented.
