You will serve as a PROGRAM ANALYST in the MANPOWER, EVALUATION, SAFETY AND SECURITY OFFICE of NAVY MUNITIONS COMMAND, CONUS WEST DIV.
Duties
You will be responsible for military manpower authorization, utilization, and requirements; organizational analysis; mission evaluation and assignment; and manpower utilization surveys for assigned organizational elements of the Command.
You will serve as Contracting Officer Representative (COR) responsible for selecting outsourcing recruiting contracts.
You will develop requirements, mission needs analysis, operational execution, and quality assurance for outsourcing initiatives.
You will serve as the military manning advisor on matters pertaining to the utilization of manpower resources.
You will analyze proposed manpower changes for compliance with established policies and regulatory guidance.
You will prepare charts and handouts for presentation at meetings and briefings.
You will play a major role in developing Performance Work Statements and Quality Assurance Surveillance Plans and Programs by identifying requirements, and researching potential vendors.
You will gather information, identify and analyze issues and develop recommendations related to a variety of management services essential to the direction and efficient operation of the organization.

- You will be required to obtain and maintain a current valid United States driver?s license.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating military and civilian manpower requirements for an organization in order to recommend personnel utilization and monitor contractor requirements and performance (e.g., Contracting Officer Representative).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree;
or
LL.M., if related to the position;
or
A combination of experience and education as described above that equals 100 percent.
