You will serve as a PROGRAM ANALYST in the ORDNANCE SUPPORT OFFICE of NAVY MUNITIONS COMMAND, CONUS WEST DIV.
Duties
You will plan and conduct program analysis of current and projected operating programs.
You will review manning and personnel reports for accuracy and analyze the results.
You will assist in developing workload based staffing standards and performance metrics to determine organizational manning levels.
You will provide advice on civilian staffing, position classification, and position management support.
You will coordinate manpower requirements for subordinate commands.
You will prepare recommendations on manpower issues for submission and presentation to management.
You will develop and maintain staffing plans and functional statements for the division at all sites to ensure recruitment actions are in compliance with current staffing plans.
You will perform position management reviews to ensure organization structures adhere to the standards of the organization
You will develop and implement shot and long term management program goals.
Requirements

- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating organizational manpower requirements by utilizing program analysis techniques for identifying manning and personnel issues in order to recommend productivity and efficiency improvements.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
