Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Public Health Advisor, you will use your knowledge of and experience with public health or other health-related activities to perform the following duties:
Serves as subject matter expert in charge of developing, recommending, monitoring, and advising on policies and client support services pertaining to substance use disorders, homeless persons, and special population initiatives.
Liaisons and coordinates with State agencies and related State organizations, advocacy organizations, providers, private companies, non-profit agencies, local government agencies, and others involved in public health regarding substance use disorders, homeless persons, and special population initiatives.
Develops, recommends, and implements strategies to determine the impact of legislative changes on substance use disorders, homeless persons, and special population initiatives.
Oversees critical or high priority grants, contracts, and projects to ensure that they are progressing as planned, in terms of goals and objective; projects and activities are meeting the needs of individuals with substance use disorders; and treatment delivery systems are consistent with Division and Center policies and procedures.
Serves as a point of contact for information about homeless person and program evaluation activities.

WHAT WE ARE LOOKING FOR
Basic Qualifications:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialize experience in each of the following five competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
AND
Minimum Qualifications: Specialized Experience: To qualify for the Supervisory Public Health Advisor, GS-15, applicants must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service performing ALL of the following:
Serving as subject matter expert in charge of developing, recommending, and advising on policies and projects pertaining to substance use disorders, particularly homeless and special population initiatives.
Planning and conducting complex analysis, evaluations, and studies to explore and resolve issues involving substance use disorders in coordination with other federal agencies, State agencies, and other external stakeholder partners.
Providing expert and authoritative interpretation and innovation as well as understanding and oversight of policies, procedures, and regulations necessary to administer public health programs in Substance Abuse Disorders (SUD), particularly involving homeless and special populations.
Representing organizations at meetings, conferences, and high-level gatherings to present organizational mission and priorities related to SUD policies and programs including homeless and special population initiatives.
