This position is located in the Office of Accounting and Financial Management Services, Department of the Chief Financial Officer, in AmeriCorps.
Duties
Financial Management Specialist Duties:
Serve as the AFMS subject matter expert for the AmeriCorps VISTA-HQ cost
share billing and collection function with sponsors by providing advice and
guidance as needed.
Regularly respond via email to shared services provider Treasury ARC Accounts Receivable team on the checks received for deposit by providing the correct Treasury Account Symbols (TAS) and supporting information for the cost share OTCnet payments.
Perform monthly cash reconciliation of cost share payments between Treasury Collection Information Repository (CIR) and AmeriCorps Momentum and shared services provider Treasury Administrative Resource Center (ARC) Oracle accounting systems. This includes running the daily CIR report to retrieve cost share payments received from AmeriCorps Pay.gov, Treasury OTCnet checks and ACH credit (bank accounts).
Retrieve and prepare annual AmeriCorps audit PBC items for the cost share function to include cost share agreement, invoices and payments activity.
Work with supervisors responsible for AmeriCorps accounting operations,
financial systems and internal and external reporting to assure accounting
products are accurate and timely. Reporting and tracking of financial data,
recommends modifications, changes, or new application for current financial
system and systems output and external and internal reports in accordance with
GAO, OMB, Treasury and AmeriCorps policies and procedures.
Research, resolve and respond to AmeriCorps National Service hotline tickets received from cost share sponsors for various issues relating to invoices, payments, overlapping agreements, duplicate billings, refunds etc. in a timely manner.
Perform accounts payable and other accounts receivable functions for payments, billing, and collections.
Requirements

- A 2-year probationary period is required for new Federal employees and supervisors.
- Merit Promotion and internal applicants must submit a SF-50 to verify Status and grade
- Satisfactory completion of a background investigation.
- A financial disclosure may be required for this position.
Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-2 pay band, which would be at or equivalent to, the GS-9 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience includes:
Performing monthly cash reconciliation using automated accounting system
Retrieving and preparing annual audits
Reporting and tracking of financial data
Interpreting and responding to all applicable laws, rules, regulations, and terminology of financial administration
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
Such experience must be clearly documented in the applicant's resume.
Education
This job does not have an education qualification requirement; education may be substituted for Specialized Experience at this grade level.
If you are qualifying on education alone, you must have either of the following:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree.
