The primary purpose of this position is to To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Career Development Section (HQ AFRC/A1KB).
Duties
Plans, organizes, and directs the activities of Career Development Section (HQ AFRC/A1KB), ensuring that Military Career Development programs (officer/enlisted) comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities.
Represents HQ AFRC/A1KB (Military Career Development) with a variety of installation and functional area organizations.
Develops, interprets, and analyzes data extracts and reports from automated human resources databases.
Oversees the management of formal school quotas for all courses within assigned area of responsibility (military personnel).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes responsible for military career development programs to include creating, developing, implementing, and evaluating and otherwise administering all policies, objectives, procedures, human and other resources necessary to effectively accomplish all aspects of the mission: to represent Command regarding same; and to act, respond and effectively represent Command on all command level career development issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, techniques, practices, mission and organizational structure of the Headquarters Air Force Reserve Command, force development and technical training program to effectively carry out program responsibilities.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, train, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively with diverse groups of individuals, orally and in writing, and using tact and courtesy to provide guidance and counseling to employees and managers and to plan and organize work.
5. Knowledge of objectives, policies, procedures, or pertinent regulatory requirements affecting personnel policies and practices to include force development and training.
6. Ability to update and interpret various personnel data system (PDS), Oracle Training Administration (OTA) and Budget Reporting System (BRS) information relating to force development and training data.
7. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity of training and force development functions.
8. Skill and ability to prepare project and staff reports and to deliver briefings to civilian and military officials, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality of quantity of work.
9. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
