Duties
As a Supervisory Management and Program Analyst, you will perform the following duties:
Serves as Director of the Commercial Remote Sensing Regulatory Affairs Division managing issuance of licenses to private Earth remote sensing space systems. Issues licenses subject to jurisdiction of the United States and exercises regulatory oversight over licensees. Oversees information technology upgrades to satellite licensing system. Plans and conducts studies of foreign availability of commercial remote sensing capabilities. Recommends improvement to management to achieve and maintain organization objectives.
Evaluates program compliance, performs contingency planning and develops policies and procedures. Develops plans for conducting compliance audits having national or international impact. Executes plans for contingency actions in national security and foreign policy crisis situations. Develops, implements and revises policies and ensures compliance with regulations. Monitors compliance of licenses to preserve national security interests, foreign policy and international obligations.
Participates in stakeholder engagements to facilitate successful program outcomes. Leads presentations and conferences providing policy guidance on the impact of new or amended legislation. Participates in meetings to discuss and receive advanced information and guidance. Coordinates controversial licensing and regulatory decisions among interagency partners to achieve consensus.
Performs the full range of supervision over a subordinate staff. Assigns, prioritizes, and reviews quality of work and performance. Tracks work progress and identifies training needs. Recommends promotions, resolves complaints and effect disciplinary measures.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
COE: International travel is mandatory.
Position w/ potential for INESTIMABLE DAMAGE to national security, including a position determined to be a level higher than Critical-Sensitive because of access to compartmented SSI.
This position requires the submission of a Financial Disclosure Form, OGE-450.
To qualify at the ZA-5 or GS-15 level:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
Participating in program management and oversight for an organization or program with national and international operational and mission requirements;
Assisting in planning and conducting program audits to ensure compliance with governing laws, regulations and agreements;
Evaluating and implementing information technologies to simplify business processes and achieve operational efficiencies; and
Assigning work, setting priorities, and reviewing and evaluating work assignments and performance of a subordinate staff or team.
