Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as Program Specialist for Air Force (AF) Language, Regional Expertise and Culture (LREC) Division.

Duties

Serve as Action Officer to the Director, AF LREC Division, and advises on policy matters relating to the organization, training, and operations. Provides technical guidance, advisory support, and staff assistance in HQ AF level administrative management functions as it relates to requirements, policy and guidance, training and development, tracking, utilization, and program support. Performs a broad range of analytic assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches/methodologies, and/or new technologies. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with assigned AF LREC leadership, supervisors, customers, and co-workers; may conduct or leads conferences.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of the mission, operating programs, and organizational structure of the program's functional community on an AF-wide basis. Expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to effectively administer assigned personnel/manpower/services for the Air Force Language, Regional Expertise, and Culture Division (AF/A1DG). Wide ranging knowledge of DoD, Air Force Federal, and industry concepts, laws, principles, practices, procedures, and standards as they apply to the functional career field at all organizational levels within the Air Force. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Language, Regional Expertise and Culture programs, English Language Training, and other emerging initiatives. 2. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, SAS software, data visualization tools, plus a thorough understanding of how policy and guidance, training and development, tracking, utilization and other talent management efforts are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 3. Knowledge of policies, procedures, methods and techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources. 4. Knowledge of a full range of general management and administrative principles, practices, methods, and techniques and skills for use in applying knowledge to simple and complex work assignments. 5. Knowledge and skill in the application of Air Force workflow and task management directives, instructions, policies, procedures, and guidance. 6. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across a the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; ability to coordinate diverse planning efforts and to make instant decisions and select a course of action in a fast-paced environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
