Performs a wide variety of activities managing and implementing a comprehensive regional training, evaluation, and certification program for the use of chainsaws and crosscut saws by employees, volunteers, and cooperators on National Forest System lands.

Collaborate with wide variety of internal and external customers and partners to establish common understandings, build consensus, and promote a shared vision for the Crosscut and Chainsaw Program to build capacity and enhance safety.
Positively influence the disposition of other individuals and organizations who have influence over the long-term trajectory and success of the Saw Program to build synergy and promote camaraderie.
Establish and proactively promote an inclusive vision for the Saw Program where all people are welcomed and supported and have an opportunity to safely advance their skills in service to the forests.
Identify the need for, and coordinate, training, evaluation and certification programs that build and leverage the capacity of others to meet forest saw needs.
Serve as a liaison with Federal, State, tribal, local governments cooperator and volunteer partner groups to hear and respond to needs and to deliver a strong, cohesive, and safe Saw Program.
Identify and pursue funds and resource leveraging mutually beneficial relationships to advance the strategic goals of the Saw Program.
Evaluate the Saw Program progress to determine the effectiveness of the overall program, identify emerging needs, and proactively develop course corrections as needed.
Maintain qualifications as either a C sawyer for either crosscut saws or chainsaws, as well as qualifications as a C sawyer evaluator for either tool to comply with National Saw Program standards for a Regional Saw Program Manager.
Proactively promote and demonstrate a culture of safety within the Saw Program to empower all participants to learn, share, and improve safety in all aspects of their saw work.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-11 Level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Qualifying specialized experience is defined as one or more: Identifying sawyer-related hazards and assessing potential for harm to employees; providing technical expertise to managers with regard to risk factors, OSHA requirements, proper selection and use of personal protective equipment, and safe work practices; conducting safety education activities, promoting sawyer safety awareness through safety councils, employee meetings, training, and other venues; providing sawyer training for supervisors and employees.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field that provided the knowledge, skills, and abilities necessary to do the work of the position (such as business administration, law or other field related to the work of this position).
OR
An appropriate combination of specialized experience (equivalent to at least the GS-09 level) and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) that is directly related to the work of this position.
For the GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Qualifying specialized experience is defined as one or more: Planning, managing, organizing, budgeting, and/or directing a district, forest or regional sawyer (chainsaw and crosscut saw) program; participating as a safety management team member to develop and implement procedures for sawyer-related accident prevention and hazard control; determining and interpreting required new measures to control and eliminate hazards to employees, equipment, and materials; examining new sawyer standards and agency directives and adapting them for implementation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
