This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as an Operations Research Analyst within the Mission Command Capability Development Integration Directorate (MC-CDID), Fort Leavenworth, KS.
Duties
As an Operations Research Analyst, you will perform duties to including but not limited to the following:
Conduct analysis for a variety of studies, projects, and major Joint and/or Army studies and experiments.
Utilize new and alternative approaches to evaluate Mission Command (MC) systems through analytical studies.
Perform research for systems analysis, operations research, project planning and controls, statistics, and modeling methods.
Support the technical quality control of all studies and analyses performed.
Provide guidance on analytical methodologies and procedures.
Supports the analytical efforts of study group evaluation on the impact of proposed innovations in MC systems.
Develop criteria for analysis of MC systems and the total system trade-offs between alternative systems and alternative system mixes.
Utilize and maintain an automated data processing (ADP) system to increase the effectiveness of the personnel.
Identify areas where further study and analysis or technological product development would be feasible or desirable.
Review method(s) of analysis and completeness of analytical conclusions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a SECRET clearance.
- The incumbent will be required to travel TDY approximately 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

NOTE: This position is developmental and may be filled at the GS-7, GS-9, GS-11 or GS-12 level. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-12.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. BASIC EDUCATION REQUIREMENT for 1515 Series:
Successful completion of a bachelor's or higher degree in operations research or successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 hours must be in calculus. NOTE: Transcripts are required at the time of application.
In addition to meeting the basic education requirement above, you must also meet the specialized experience requirements below:
GS-07 Specialized Experience: One year of specialized experience at the GS 05 level which includes performing tasks, under supervision, in one or several phases of an operations research study to solve problems, provide advice about the effects of alternate solutions, or develop solutions by applying multidisciplinary methods. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent position in the federal service (GS-05).

GS-07 Education Substitution Options: (NOTE: Transcripts are required at the time of application.) 1 full year of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research or Mathematics.

GS 07 Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

GS 07 Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09 Specialized Experience: One year of specialized experience at the GS 07 level which includes performing tasks, under supervision, in one or several phases of an operations research study to solve problems, provide advice about the effects of alternate solutions, or develop solutions by applying multidisciplinary methods. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent position in the federal service (GS-07).

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research or Mathematics.

GS-09 Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience at the GS 09 level which includes performing segments of mathematical and analytical studies, computation, and measurements supporting the design of experiments, researching and evaluating model development, or the development of analytical tools. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent position in the federal service (GS-09).

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research or Mathematics.

GS-11 Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience at the GS 11 level which includes experience utilizing simulation techniques, physical modeling, and statistical analysis to support evaluation of the effectiveness of materiel and systems requirements and/or their major subsystems in the execution of studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Education: For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
