Position is located in the Compensation and Pension (C&P) Program Office of the South Texas Veterans Health Care System (STVHCS) and provides analytical, technical and administrative support to the Chief of C&P. The C&P Program provides C&P examinations to veterans within the service area of STVHCS which is an integrated system organized to provide comprehensive health-care services to eligible veterans in South Texas. .

Duties

Supports the Chief of C&P to establish and manage minimum standards for productivity Directs program implementation and monitors productivity Indicators such as as 2507? requests, appointments and other workloads to insure appropriate utilization of resources. Ensures appointment workloads is entered and scheduled equitably Accountable for acceptance of secure transfer of files from external agencies and return of same Works collaboratively with the medical Administration ( MAS) to provide technical and administrative oversight to a unit of MAS staff Gives guidance to employees on both work and administrative matters Assist the Chief of C&P with the development of annual goas and objectives based on the current year. Manages the annual roll-up of performance pay documents for physicians under C&P. Responsible for personnel administration including development Functional Statements (FS) Certifies Functional Statements under the Chief of C&P annually and makes changes as required to maintain accuracy and relevance to position duties and responsibilities. Works collaboratively with MAS to resolve conflicts and/or complaints related specifically to Compensation an Pension, VBA and DOD. Must consistently keep abreast of the changing environment priorities for appropriate dissemination. Represents management at labor management meetings within the jurisdiction of the Chief of C&P, provides Information, resolves conflicts, and/or problems that may arise and assures management officials are familiar with the negotiated agreement(s). Develops, reviews, and implements both long and short-range policies and plans for services under the Chief of C&P. Responsible for formulation and execution of annual service budget including salaries, supplies, equipment and all other general operating expenses as applicable to the service. Meets the needs of customers while supporting VA mission Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 Work Schedule: Monday-Friday, 8:00 am to 4:30 pm Telework: Yes-as determined by the agency policy. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below. You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes but is not limited to: personnel actions; maintaining personnel related records; establishing performance standards and competencies; writing position descriptions and functional statements; providing human resource advisory services; knowledge of budget control systems; forecasts of annual budget/costs and implement cost effectiveness; coordination of annual maintenance service contracts; submission of documents related to projects; conducting program surveys and audits; conducting analyses of complex functions and work processes; equipment inventory lists; work orders; plan schedule and conduct projects. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related to the work of the position. (TRANSCRIPT REQUIRED).. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education. (TRANSCRIPT REQUIRED) You will be rated on the following Competencies for this position: Financial ManagementKnowledge ManagementQuality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: : "The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds."
