You will serve as a SUPERVISORY CONTRACT SPECIALIST in the SHIP REPAIR (N104A), SHIP REPAIR & FLEET SUP DIV (N104), CONTRACTING DEPARTMENT (N10) of MILITARY SEALIFT COMMAND.
Duties
You will serve as Supervisory Contract Specialist/Contracting Officer.
You will manage branches of Contracting Officers and Specialists that award and administer contracts for ship maintenance, repair and alteration, engineering services, supplies and equipment, and supervision of the Division.
You will supervise in accordance with all laws, regulations and guidelines, merit system principles, and prohibitions against prohibited personnel practices; employs fair, ethical, and leadership principles that foster a positive work environment.
You will exercise delegated managerial authority to set a series of annual, multiyear, or other long-range work plans and schedules for in-service or contracted work.
You will assign procurement actions to staff to ensure timely award and administration, and based on staffing levels and volume of work, reassigns work within their branches and/or department.
You will direct the full range of contract administrative actions required for the acquisition program.
You will develops and maintain systems to evaluate and monitor contractual performance.
You will establish, clarify and/or reinforce all Military Sealift Command (MSC) contracting guidance in areas that are deficient.
You will develop and implement policies, procedures and guidance on all Ship Repair related contracting issues.
You will perform the function of Contract Specialist responsible for the accomplishment of cradle to grave ship repair acquisition procurement functions, Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
You will perform the function of Contract Specialist responsible for the accomplishment of cradle to grave ship class supporting contracts for parts and services that exceed the simplified acquisition threshold.
You will Responsible for pre- award and post award functions involving highly specialized contracts.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in mastery of various ship repair, general contracting, and commercial procurement procedures; experience managing all contractual aspects of multiple ship repair contracts.
Experience administering complex ship repair contracts and post award procedures in day-to-day negotiations;
Experience in mastery of negotiations techniques in developing pre-negotiation strategy in conducting negotiations.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
Have at least two years of experience in contracting positions;
and
Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
