You will serve as a PROGRAM ANALYST in one of the Field offices of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties

You will provide dedicated and centralized support to program budgets for critical programs, including facilities, office supplies, and equipment, vehicles, accountable property, communications services and devices, travel. You will provide organizational analysis, methods and procedures analysis, and inter-programmatic research. You will be responsible for planning, obtaining, and performing a variety of administrative and program management functions. You will provide support and policy guidance to Special Agents and other employees with Permanent Change of Station (PCS) travel and entitlements. You will prepare a wide variety of substantive written products and correspondence focused on the field office(s) programs, to include investigative and operational reporting.

  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative support which includes office budgeting, property management, arranging travel, case and records management, procurement of administrative supplies and equipment, timekeeping, transportation and property, and equipment maintenance; Preparing substantive written products and correspondence focused on the programs, to include investigative and operational reporting; Conducting research in databases providing results to case agents and managers; and Advising leadership on program performance measurements and processes, data research, assessments, and other program performance issues. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative support to include supporting personnel with data processing, records management, and travel arrangements; Identifying, compiling, extracting, interpreting, integrating, evaluating, and applying information from a variety of sources to solve program analysis problems and report findings; and Operating computer and modern office suite software to communicate, word process, record, calculate, prepare presentations, etc. Additional qualification information can be found from the following Office of Personnel Management website: http://www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp. Education

GS-09: Applicants may substitute specialized experience with meeting one or more of the education requirements below:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
Combination of experience and education that equates to one year of experience.

GS-07: Applicants may substitute specialized experience with meeting one or more of the education requirements below:
1 full year of graduate level education
OR
Superior academic achievement
OR
Combination of experience and education that equates to one year of experience.
