This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). Partial work-from-home flexibilities may be authorized.

Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as analyzing effectiveness and/or efficiency of agency programs; and providing recommendations to management for program improvement.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of agency missions and operating programs.
Skill in oral communication.
Knowledge of quantitative techniques to evaluate and improve program efficiency and effectiveness.
Ability to apply a wide range of analytical and evaluative methods and techniques to programs, projects, and studies concerning the efficiency and effectiveness of operations.
Skill in collaborating and interacting on projects or teams with multiple stakeholders.
Skill in written communication.
Skill in networking and relationship building to establish, develop, and maintain effective liaison with internal/external stakeholders and agency clientele.
Knowledge of contract management sufficient to oversee requirements of contracts in accordance with terms, conditions, and specifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
