This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce-Postitions in science, technology, engineering, or mathematics, including technician positions within the Defense Acquisition Workforce, to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Principal investigator for DoD intramural research projects managed jointly with Naval Medical Research Center (NMRC)
Coordination with extramural partners for research programs executing through cooperative research and development agreements (CRADAs)
Supervisory responsibilities over government civilian staff
Technical point of contact for contracted services in support of department research efforts
Oversight for the execution of the department?s intramural- and extramurally-funded financial resources
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Level II Practitioner Certification in Acquisition Career Field ?Science and Technology
- This position requires a secret clearance.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- A three year probationary period may be required.
- Selectees must meet position requirements for certification at Level II in the Acquisition Career Field "Science and Technology" within 24 months of entrance on duty.

WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 pay band is equivalent to the GS-15 Step 01 to GS-15 Step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within the pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualification Requirements
Basic Requirement: A Degree in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR
A combination of education and experience which includes courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
In addition to the minimum education requirement applicants must also meet the following:
Specialized Experience: I have one year of specialized experience equivalent to the DB-03 (GS-14) grade level in the Federal service which includes: (1) generation and development of scientific ideas for the purposes of grant proposal preparation, (2) execution of Principle Investigator duties such as protocol writing and experimental design for necessary to lead a scientific study, (3) supervision of junior laboratory personnel to include laboratory skills training and work plans, (4) Providing technical direction of contracted scientific research activities; AND (5) preparation of a manuscript to report scientific achievements in the peer-reviewed literature.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
