This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce- Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs of the DoD.
Duties
Act as Contracting Officer Representative (COR) and Agreement Officer Representative (AOR) to provide critical services and equipment to support the PBF mission.
Provide recommendations in the development of technical requirements, quality assurance plan, and any other pre-award activities.
Monitor the contractor progress and performance, including the submission of required reports or other documentation.
Certify that deliverables have been made on invoices for payment; monitors all aspects of the day-to-day administration of a contract.
Verify that contractors perform the technical and management activities in accordance with the scope of work.
Provide oversight and tracking of Cooperative Research and Development Agreements (CRADAs) and Interagency agreements with external partners to execute projects aligned with the PBF mission and support branch self-sustainment.
Responsible for financial management of the overall PBF portfolio, ensuring that funds are spent in accordance with applicable policies and regulations.
Provide scientific and program management expertise in coordinating research and development activities relevant to medical countermeasures development efforts.
Advise and works with Branch Director to oversee and lead personnel in the manufacture of vaccines and biologics suitable for use in Phase 1 clinical trials.
Coordinate, interact, and communicate with regulatory affairs, quality assurance support, pharmaceutical manufacturing personnel, and RandD product developers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Three year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at LeveI II in the Acquisition Career Engineering and Technical Managment Field within 24 months of entrance on duty.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Minimum Qualifications:
Basic Requirements-
A.) A bachelor's degree (or higher degree) in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR
B.) A combination of education and experience which includes courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above (i.e. at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent), plus appropriate experience or additional education. AND
Specialized Experience-one year of specialized experience equivalent to the (DB-02/GS-12) grade level in the Federal service which includes: (1) management of Government contracts; (2) management of products manufactured under Good Manufacturing Practice or direct experience in GMP manufacturing; AND (3) financial management.
