About the Position: WRAIR is participating in an alternative personnel system knows as the Personnel Demonstration Project (PDP). The DB-03 pay band is equivalent to the GS-13 Step 01 to GS-14 Step 10 level.
This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Employees will become DoD employees upon transfer to the DHA.
Duties
Advance Subject Matter Expertise (SME) in screening, confirmation, clinical and therapeutic methods for parasitic, prevalent and emerging pathogens of US Military and national interest (quality).
Advance state-of-art Department of Defense (DoD) diagnostic countermeasures for prevalent, and emerging infection screening, confirmation, and monitoring for surveillance, vaccine, therapeutic, global health initiatives.
Ensure sufficient manpower for execution of clinical laboratory and clinical research missions.
Direct Collage of American Pathologists (CAP)/Clinic and Laboratory Integration Program (CLIP) accredited HIV Clinical Diagnostic and Reference and Leishmania Diagnostics Laboratories performing 0.5 M tests per annum.
Prepare research/operational reports, to include summary of throughput, procedures, communications with other investigators, posters and material for inclusion in scientific manuscripts/abstracts for publication/presentation or conferences.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Research Microbiologist:
A. Degree: Bachelor's degree (or higher degree) in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.
OR
B. Combination of Education and Experience: Courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Experience directing high complexity clinical diagnostic testing for prevalent and emerging pathogens to inform patient management or end point analyses; 2) Experience sustaining regulatory compliance for high complexity testing under regulations such as the College of American Pathologist checklist and/or Code of Federal Regulations (CFR) Title 42 Chapter IV Subchapter G and Subpart M; 3.) Experience verifying performance and/or modification of use of Food and Drug Administration (FDA) approved or cleared assays; AND 4.) Experience designing, developing, and/or validating De Novo laboratory tests to inform patient management or end point analyses for sponsored clinical research studies. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02/GS-12).
