Located in the Orlando VA Medical Center, the Program Analyst performs duties directly contributing to the administrative and data management of Radiology Service and functions under the Administrative Officer, Radiology Service.
Duties
ADVISES RADIOLOGY LEADERSHIP REGARDING ADMINISTRATIVE POLOCIES.
PARTICIPATES IN MEETINGS, CONFERENCE CALLS AND CONFERENCES WITH LEADERSHIP.
ADVISES RADIOLOGY LEADERSHIP OF ISSUES OR CONDITIONS THAT AFFECT PROGRAM ACTIVITIES.
IDENTIFIES PROBLEMS REGARDING REVISED POLICIES OR PROCEDURES AND ADVISE RADIOLOGY LEADERSHIP.
PROVIDES MAPPING FOR BOTH COSTING PURPOSES (T&L) AND PER NATIONAL GUIDELINES.
UTILIZES KNOWLEDGE OF ALL RADIOLOGY PROVIDERS AND THEIR SUBSPECIALITIES.
ANALYZES PHYSICIAN PRODUCTIVITY DATA AND REPORTS TO RADIOLOGY LEADERSHIP.
WORKS WITH OTHER SERVICES TO PERFORM INTERAL AUDITS EX:PERSON CLASS AUDITS.
ACTS AS THE TMS ADMINISTRATOR FOR THE SERVICE.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized experience: Examples of specialized experience would typically include, but are not limited to:
Advise and analyze various Radiology Service programs involving resourcing, provider mapping, access, OR & clinic utilization, Fee Basis, etc. This may include interpreting administrative policies, developing recommendations, defining administrative requirements, and/or providing advice to management on related issues.
Recommend resources (staff, equipment, facilities/space, funding) that may be required to support varied service programs.
Participates in discussions, meetings, conferences and conference calls with management, subject matter and technical personnel, inform their analysis.
Investigate facts, present recommendations, and alternatives; develop alternate courses of actions; and advise management on options available to resolve problems.
Advises management of unique conditions and issues which affect program activities and provides advice on interpretation and implementation of new and revised policies, regulations and procedures. Incumbent plays a critical rolle in analyzing internal review systems to assure financial and organizational data is accurate and in compliance with agency or Service regulatory requirements and expectations.
Responsible for identifying problems that involve new or revised policies or procedures and brings them to the attention of senior management for appropriate action.
Responsible for obtaining timely actions, responses or decisions on request, i.e., patient complaints/concerns, identifying the problem, analyzing the issue, and facilitating a resolution with results communicated to the individual and upper management.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a LL.B. or J.D., if related, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience directly related to the work of the Administrative Officer and graduate level education.

Physical Requirements: The work is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or :files. The work does not require special physical demands.
