About the Position: Term (NTE 13 Months) position. Position may be filled as a temporary promotion or temporary reassignment (NTE 13 months), by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years. This position cannot be made Permanent.
Position may be filled as a term appointment (NTE 2 years), if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.
Duties
Performs continuous evaluation of all assigned supply functions and inventory processes to make informed decisions and recommendations on the improvement of the overall operations.
Administers activities involved in requisitioning, receipt, storage, issue, transfer, and shipment of property. Analyzes unit readiness reporting of Equipment of Hand (EOH) reports, financial inventory, and AWCF accounting records and data.
Performs detailed analysis of supply programs, processes and problems associated with operations and provides functional guidance on systems and modernization efforts.
Considers cost, organizational and procedural changes required, and personnel and equipment requirements.
Conduct studies, reviews, analyzes, develops and recommends the establishment of nonexpendable, expendable, and durable property.
Coordinates supply and equipment operations from initial receipt to delivery to customers. Reviews requests for supplies and equipment to determine validity of requirement, availability within existing stocks and/or possible sources.
Carries out and completes assignments that involve developing and implementing changes to supply policies, methods, and procedures to ensure headquarters objectives are accomplished.
Manage all aspects of property accountability utilizing Global Combat Support System-Army [GCSS-A].
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This is a Term position scheduled to last {insert months and/or years}. A term position may be extended to a maximum of six years depending upon the needs of management.
- his position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Must be qualified to drive Government Motor Vehicles in accordance with current standards and guidelines.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.

Specialized Experience: One year of specialized experience which includes: Experience in the areas of General Supply or Administrative and Management; managing hand receipts, using computer-based supply systems for tracking/issuing/receiving/procurement of property; scheduling and conducting inventories; conducting Financial Liability Investigation of Property Loss (FLIPL). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
