The purpose of this position is to provide office management and administrative officer support primarily to the appointed senior executive and secondarily to facility senior leader(s) throughout the Director's office. The incumbent is administratively supervised by the Medical Center Director (SES) and serves as the service line Administrative Officer and as an administrative authority throughout the facility.

Duties

Major duties include, but are not limited to: Directly responsible for the daily operation of the Medical Center Director office suite by developing, establishing, and maintaining procedures to effectively accomplish work and ensure efficient management of personnel and equipment. Establishes written technical protocol for facility wide standardization. Implements written templates to ensure the facility projects a single administrative brand across all service lines and physical locations. Ensures facility compliance with written technical guidance from VA, VHA. and VISN. Works with supervisor to complete necessary paperwork for recruitment requests to include position descriptions, 52s, recruitment forms and paperwork. Reviews and approves job announcements. Enters ePAS requests, maintains distribution groups, enters work orders, fix computer issues, and enters OIT equipment requests. Responsible for tracking use of the Director's office budget. Serves as the Records Management Officer for Service Line. Prepares executive briefs, issue briefs, heads up, and action items coordination and execution. Administrative authority within the facility on administrative procedures, policies, and operating procedures. Incumbent provides training to staff as necessary. Exercises full technical and administrative supervision over a staff of general schedule employees to accomplish critical functions of the project. Oversees activities of the section which may include: word processing, filing, time and attendance recording, records management, mail distribution, training and travel preparation, incentive awards processing, motor vehicle and equipment utilization reports, personnel action requests, procurement activities, accident reports, warehousing, and stock and property inventories. Plans work to be accomplished, sets and adjusts priorities. Evaluates and analyzes procedures and policies to improve effectiveness and to ensure compliance with managerial and regulatory directives. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ad-hoc (as needed) telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: coordinating and monitoring the functions of administrative services within a medical center; budget and finance management; compiling and analyzing data; preparing written documents and recommendations, such as memos and correspondence for management; maintaining personnel related records. OR, Education: To qualify based on education for this grade level you must have a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education at a graduate level or beyond. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsComputer SkillsPersonnel and Human ResourcesPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
