You will serve as a GG-2210-14 Supervisory IT Specialist (PLCYPLN) at the OFFICE OF NAVAL INTELLIGENCE in Suitland, MD. As the Division Head with full supervisory responsibilities for civilian/military personnel and employee development, you will manage division resources to include programming, execution, and analysis of an annual IT Enterprise budget.
Duties
You will manage planning and programming of organization infrastructure and acquisition to support naval operations, applications, and corporate systems.
You will ensure that systems development, integration, and implementation activities are performed in accordance with required standards.
You will define business strategies and technical requirements applied to the planning, design, development, implementation, management, and execution of IT systems and networks to meet operational requirements.
You will develop, validate, and coordinate IT operations, services, and assessments of current and planned IT systems.
You will ensure intelligence productions systems, services, and architectural issues are in compliance with strategic plans.
You will maintain liaison with high-level professionals in other agencies to identify and define current and future technologies to support Navy Intelligence requirements and provide information on non-standard problems.
You will provide technical leadership and subject matter expert guidance on group projects and present briefings to senior management officials on complex/controversial issues.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801; see Additional Information section.
Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS/GG-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1. Manage division resources to include programming, execution, and analysis of an annual IT enterprise budget.
2. Provide managerial and technical advice on decisions regarding IT enterprise requirements and services.
3. Plan, research, engineer, design, and provide quality assurance of IT systems and services for organization use.
4. Draft policy and procedures related to the organization's IT services.
5. Conduct interviews with users to generate requirements for new or modified IT systems services, software, and/or hardware.
