About the Position: This position is located within the Mission Command Center of Excellence (MCCoE), Center for Army Leadership (CAL).
NOTE: CALs intent is to conduct a proctored written communications test in which the interviewee is provided a two-page information paper on a leadership topic and directed to write a 250 word EXSUM for a general officer audience. Additionally, quantitative and qualitative skills assessment will be administered. Both tests can be proctored via MS Teams.
Duties
As a Program Analyst (Leadership Assessment), you will perform duties to include, but not limited to the following:
Provide technical advice and expertise on leadership and leader development policy changes, system migrations, web-based assessment and feedback tools, and cohort-specific challenges.
Formulate and recommend new or amended Army-wide policies, guidance, and procedures pertaining to leadership assessments and related leader development concepts and activities.
Execute planning, programming, and execution of leadership assessments in Professional Military Education (PME)/Civilian Education System (CES) incorporating the Chairman?s Guidance on PME and Army Talent Management programs and initiatives.
Identify the need for leadership and leader development special projects and initiates milestones and goals.
Evaluate reports by analyzing facts and performing appropriate research and prepares detailed responses.
Recommend performance and execution standards and reviews, analyzes, and develops assessment plans and metrics.
Manage leader assessment execution procedures to determine compliance with Army senior leaders? requirements and Defense and Congressional guidance.
Reviews, analyzes, and recommends procedures, priority, and metrics to systematically develop, review and approve mid- and long-range leader development and leadership assessment requirements, priorities, and funding.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The ability to obtain and maintain a SECRET security clearance is required.
- Temporary Duty (TDY) is required up to 5%.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes performing a broad range of complex analytical assignments and studies developing and evaluating the effectiveness of leadership program initiatives; AND perform management and program analysis of issues, functions, or resource programming to develop comprehensive recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
