The primary purpose of this position is to provide broad and diverse logistical support required to operate and manage supply, fuels, vehicles, mobility, clothing and equipment functions for all organizations reporting to or aligned with the Air Education and Training Command.
Duties
Plans, organizes, and oversees the activities of the Material Management Branch. Develops goals and objectives that integrate organization and material management logistics objectives.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Represents the Logistics Readiness Division's Material Management Branch with a variety of installation and functional area organizations

- Key Position- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of KEY position must be removed from their military recall status is alternatives for filling of the position during an emergency are not available.
- Must be able to obtain and Maintain a SECRET clearance.
- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, as Administrative and Management Positions, Supply Program Management Series 2003.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Air Force Wholesale, MAJCOM and retail base level supply chain processes and working level understanding of Air Force supply chain Information Technology systems. Knowledge of safety and security regulations, practices, and procedures. A thorough and broad knowledge of Air Force supply policies, doctrine, theoretical and practical concepts, fundamentals, and procedures relating to worldwide material management programs and planning technically complex logistics systems and programs. Knowledge of the latest Air Force state-of-the-art principles and practices in supply to a degree enabling incumbent to provide final technical advice and consultation to top operations officials and to approve or disapprove supply programs and projects for AETC.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force Wholesale, MAJCOM and retail base level supply chain processes and working level understanding of Air Force supply chain Information Technology systems.
2. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
3. A thorough and broad knowledge of Air Force supply policies, doctrine, theoretical and practical concepts, fundamentals, and procedures relating to worldwide material management programs and planning technically complex logistics systems and programs.
4. Knowledge of the latest Air Force state-of-the-art principles and practices in supply to a degree enabling incumbent to provide final technical advice and consultation to top operations officials and to approve or disapprove supply programs and projects for AETC.
5. Ability to achieve and assess results through others by comprehending and applying management goals and objectives and by providing administrative, technical, and managerial direction, discipline, and motivation to the work force of approximately 18 employees.
6. Ability to communicate effectively, tactfully, and diplomatically with others including General Officer level and above and senior corporate executives, both orally and in writing, to solve problems, answer work-related questions, define and establish policies and procedures, and orchestrate mission accomplishment at unique and decentralized locations at AETC units across the nation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
