About the Position: Serve as a Human Resources Specialist (Military) for the U.S Army Human Resources Command (HRC) to provide support for the Enlisted Personnel Management, Directorate Readiness Division, Plans and Operations Branch. This position is located at Fort Knox, KY.
Duties
Knowledge of military personnel programs as it relates to reassignment of military personnel.
Provide guidance, interpretations, training and/or briefings on current and proposed policies for assigned military personnel action program(s)
Review changes in legislation and DoD and higher-level component policies.
Ensure scheduled schooling and or reclassification actions are processed and coordinated as required.
Prepare reports and/or briefings to inform management of analysis results for use in the decision-making process or for in progress status information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to Obtain and Maintain a Secret Clearance.
- This position has an occasional Temporary Duty (TDY) or business travel requirement.
- May be required to work overtime.

GS-05 General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes which includes experience and ability to use the personal computer and software applications in support of office functions. Possess experience utilizing automated system(s) supporting Military Personnel Programs, and ability to retrieve data for studies, projects and reports. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

GS-05 Education: Four year course of study leading to a bachelor's degree.
OR
GS-05 Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04).
GS-07 Specialized Experience: One year of specialized experience with functions for a variety of different data bases to ensure accurate worldwide management for Army personnel to include EDAS, ATTRS. Possess experience with military personnel programs sufficient to properly refer management and service members for assistance and technical problem solving. Possess experience integrating data from various types of software to produce final products which are accurate and meet the needs of the office. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

GS-07 Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
