The VA Northeast Ohio Healthcare System is recruiting for a Administrative Officer. The Administrative Officer will function in Police Service.

Duties

Performs personnel administration to include recruitment actions, position classification, performance standards, disciplinary actions and grievance procedures. Assures recruitment and retention are within approved ceilings. Administers personnel administration such as equal opportunity, staffing, employee/labor management relations or position management. Establishes human resource policies for the service. Presents staffing recommendations and negotiates solutions to disputed recommendations. Evaluates space utilization to make recommendations. Maintains awareness of available resources to make recommendations. Administers space and equipment programs. Adapts analytical techniques and evaluation criteria to measure and improve program effectiveness and/or productivity. Handles conflict and problems with dealing with customers constructively. Reviews orders for supplies, services and equipment. Prepares procurement requests. Evaluates proposals for work. Maintains procurement and contracting records. Qualifications

In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. In addition to the qualification above you must also have: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Operating standard office equipment other than computers (for example, telephone, typewriter, fax, photocopier, calculator); using computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information; contacting others orally to obtain information; processing or analyzing data using computer systems or applications; serving as a primary point of contact for a specific subject area; preparing complex financial statements or reports; composing simple correspondence or other written work (for example, memoranda, form letters); receiving office telephone or visitors; processing payroll; and performing ADPAC duties. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education to qualify at the GS-09 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement. You will be rated on the following Competencies for this position: Personnel and Human resources Analysis and Problem Solving Contracting/Procurement Budget Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
