The position is located at the Orlando VA Medical Center Lake Nona campus. The purpose of the position is to perform management analytic functions for the Recruitment and Retention Service within Nursing Resources. This service provides consultation, analysis and advice to the multiple services where clinical employees are employed.
Duties
The Management Analyst role includes providing Nurse recruiter, service chiefs and nurse managers with objectively-based information for making decisions on the administrative and programmatic aspects of agency operations and management related to recruitment, retention and the onboarding of new employees. Facets of this role include the analysis of administrative, budgetary, financial and process information as it pertains to the recruitment and retention of staffing resources and human capital.
Duties include, but are not limited to:
Oversees a variety of management analytics and actions for the recruitment program, including the analysis of internal controls and records with development of proposals for improved processes.
Analysis of current trends in publications, advertising, recruitment venues with recommendations on best practices.
Evaluating, advising and participating in quality improvement methods and processes for managing administrative support systems for recruitment tracking, initiation of employee actions, and posting vacancy announcements using both internal and external methods.
Working with other administrative support services, supervisors, managers and contractors to ensure that inquiries, correspondemce, and actions for the area of responsibility are addressed.
Obtains, analyzes, evaluates and manages information for service leadership to use in making decisions to ensure that recruitment workload and hiring actions are consistent with budget formulation plans as the fiscal year progresses.
Performs preliminary analyses of survey data used to identify hiring trends and to make preliminary projections; participates in various studies to compare and chart data pertaining to hiring time spans and hiring ratios; coordinates and organizes various workforce surveys designed to gather statistical data, analyzing for trends to present to administration.
Conducts work in support of a service recruitment, examination, selection, and/or placement program.
Develops and implements surveys to determine the retention rate of clinical employees, analyzing results.
Proposes improvements to administrative directives and policies based on the analysis of best practices.
Performs other duties as assigned.
Work Schedule: 7:30am-4:00pm Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of this experience are: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods; Uses computers, software applications, databases, and automated systems to accomplish work; Develops new insights into situations and applies innovative solutions to make organizational improvements; designs and implements new or cutting-edge programs/processes.

Excellent Interpersonal skills- This position requires communication to multiple services such as nurse recruiters, nurse managers, and service chiefs
Expert Microsoft office and Adobe Pro.
Experience in data base management.
Critical Thinking related to decision making and reporting analysis

Physical Requirements: The work is primarily sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing or bending. No special physical qualifications are required.
