The primary purpose of this position is to serve in the Air Force District of Washington as the senior expert consultant on one or more areas for the design, development and implementation of technical products and systems.

Duties

Performs studies and establishes plans of action for improving the efficiency of information technology applications. Assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures, and interprets policy related to IT activities. Functions as a senior technical advisor on contract and budget activities. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets. Represents the organization at conferences and meetings and presents briefings, Leads and/or participates in discussions, meetings, conferences, committees or special IT projects.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes mastery of the policies, concepts, and theories of communication and information integration and management in order to serve as an expert advisor in the formulation of policies and program operations affecting diverse C&I requirements for the serviced population. Comprehensive knowledge to lead, or serve as key member, on special study groups for long-range C&I systems policies, plans, programs, operations and support activities. Expert knowledge of organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities. Expert knowledge of management requirements sufficient to render recommendations on development of new software verses purchase of off-the-shelf programs. Expert knowledge of systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT principles, concepts, and methods. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. Knowledge of system architecture, integration techniques, and testing methods. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
