Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as developing grant guidance or implementing a grant program, and making policy recommendations to senior management. Experience with drinking water or wastewater programs is a plus, but not required.Your application package will be used to evaluate your competencies in the following areas:  Knowledge of the statutes, principals, processes, regulations, and policies related to Federal grants activities. Ability to lead complex projects providing measurable results in a timely manner and providing direction to individuals/teams on priorities and workload. Ability to develop and implement a full range of activities to assist drinking water and/or wastewater systems with infrastructure development activities. Knowledge of environmental programs related to drinking water or wastewater systems. Knowledge of state environmental programs. Skill in written and oral communication. Ability to coordinate efforts with the public (e.g., Federal, State, local agencies, and departments) and private (e.g., non-profit organization, water industry) stakeholders. Skill in oral communication. Knowledge of operational and management problems encountered by drinking water and wastewater utilities. Skill in organizational tracking and scheduling processes, priority setting, workload distribution policies and approaches, and work completion. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
