This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation,Research & Rapid Cycle Evaluation Group, Division of Payment and Accountability Research.
As a Social Science Research Analyst, GS-0101-14, you will perform work relating to specialty care covered under Medicare and Medicaid.
Duties
Design, coordinate, and monitor evaluations of model tests and demonstration projects, conduct studies related to the delivery and payment of services under Medicare and Medicaid/CHIP programs, especially as they pertain to specialty care.
Manage and monitor the performance of assigned research and demonstration studies as a COR, review, and comment on the technical adequacy and relevancy of deliverables and prepare necessary documents to modify contracts
Perform senior and technical policy review and guidance of research and demonstration projects and CMS projects, especially as they pertain to specialty care within the Medicare and Medicaid programs.
Prepare reports, presentations, and articles incorporating findings of his/her research (intramural and extramural) and present summaries and relevant results of research to officials in CMS and DHHS, before scientific groups or interested agencies.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Design, direct, or conduct quantitative analyses of changes related to Specialty Care providers or to healthcare provided for persons with specific disease types; AND 2) Perform complex analyses of healthcare system financing and delivery issues (i.e. multi-level analyses involving various outcomes pertaining to healthcare cost, utilization, or quality measurements); AND 3) Develop and present recommendations based on the conclusions from evaluation analyses or research..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPT REQUIRED)
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
