Duties

DUTY 1 - Implements program management principles on assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. DUTY 2 - Plans, organizes, coordinates, and assesses activities of functional specialist including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. DUTY 3 - Reviews and directs the progress of contractors in meeting program objectives. DUTY 4 - Prepares and presents staff studies for presentation to the Program Director and other management officials.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (continued)
  • (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed
  • PCS expenses are not authorized
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
  • This position is Acquisition Category II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position
  • Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually
  • Work may occasionally require travel away from the normal duty station to perform temporary duty assignments traveling in military and/or commercial aircraft
  • Employee may be required to work short/no-notice overtime
  • Direct Deposit: All federal employees are required to have direct deposit

  • Leave accrual may be authorized upon request

Qualifications

This position will be filled at the GG-09 with promotional potential to the GG-12 This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the GG-09 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within available technology. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: EDUCATION: Successfully completed a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management. 2. Knowledge of business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of the Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 4. Skill in communicating, both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions, and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
