The primary purpose is to serve as plans program analyst and to provide senior leadership and staff functional offices advice on the conduct of comprehensive strategic plans of a wide diversity of functions and work processes. Provides effective support of the mission and objectives of the 688th Cyberspace Wing.
Duties
DUTY 1: Manages and administers the Wing Technology Transfer (T2) Program.
DUTY 2:: Represents 688 CW with a variety of DoD T2 Community organizations. Represents and actively participates in AF and DoD T2 Integrated Planning Teams (TTIPTs) and Federal Laboratory Consortium (FLC) meetings.
DUTY 3: Performs analysis activities. Manages the Wing's Cooperative Research and Development Agreements (CRADAs), Memorandum of Understanding (MOUs) and Memorandum of Agreement (MOAs), mission directive and strategic plans.
DUTY 4: Prepares written correspondence and other documentation. Prepares formal briefings and written correspondence to provide guidance or information to answer questions, to resolve discrepancies, and to support organizational recommendations to management.

Qualifications
This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of the management principles, concepts, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies. Practical knowledge of CRADAs, support agreements, strategic planning, resource management and concept development and the ability to apply these functions to working levels of management and planning principles, theories, and practices. Practical knowledge of AF Intelligence, Cyberspace mission areas, and Wing organization and operations. Knowledge of the Domestic Technology Transfer Process and the Offices of Research and Technology Applications and ability to apply this knowledge to wing mission areas. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.ORI have successfully completed a Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit a copy of your official transcripts.ORI have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IC policies, entities, missions, resources, operations, capabilities, and requirements.
Knowledge of management principles, and processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies.
Knowledge and understanding of broad financial management and resource allocation principles and techniques as they relate to long range planning of programs and objectives.
Ability to effectively organize and analyze information; produce reports, positions papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings.
Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions.
Knowledge of security procedures to maintain control of classified material.
CONDITIONS OF EMPLOYMENT CONT.
Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
