Serves the Senior Management, Program and Budget Analyst for the Office of Strategic Analysis and Communication (CS01) at MSFC. Responsible for collaboration, planning, analysis, integration, and execution of all resource management processes in support of OSAC. Manages business requirements for two Agency Mission Support Enterprise Organizations (MSEO) in addition to OSAC Center funded organization. Interfaces with all levels of management within the organization, center, MSEO, and NASA.

Duties

Leads and controls budget formulation and execution activities; interprets Planning, Programming, Budgeting, and Execution (PPBE) guidance according to Federal, Agency, and Center regulations, directives, and policies. Participates in setting budget objectives; provides current and future-year spending plans and projections; readjust plans as changes in funding occur. Advises senior management on fiscal resource status and future requirements. Reviews and formulates guidance and develops integrated budgets, both on a long-term and short-term basis; develops contingency plans to allow for variables and avoid serious adverse consequences. Assists with budgetary oversight; reviews, evaluates, and monitors budget changes and the organization?s financial state; provides management officials with the full range of procedural and regulatory guidance, and recommends courses of action. Analyzes financial reports, data, and relevant information to prepare justification for a consolidated budget for all substantive programs and mission activities. Uses automated budget/financial system(s) to provide evaluative data to organization. Analyzes and make recommendations for planning, policy formulation, implementation, and decision-making. Forecasts services, status of obligations and fund expenditures. Resolves financial-related program issues to ensure an integrated approach. Provides technical leadership and direction for matrixed team members across organizational boundaries.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Coordinating projects (i.e. scheduling, project integration, managing budgets and resources) by collaborating with managers and stakeholders; Resolving problems that impact programs (e.g. addressing critical timelines, resource allocation, communications, contracts, or schedules and project performance) and providing recommendations for improvement; Coordinating initiatives and/or conducting data analysis across organizational boundaries to improve performance; and Funding and/or administering Federal contracts and working with the Agency procurement process to support programs, projects and organizations.
