About the Position: This position is to serve as a Contracting Officer Representative (COR) providing oversight and coordinating all present and future aspects of Brooke Army Medical Center's (BAMC) complex Direct Health Care Provider Program (DHCPP) and General Service Contracts (GSC).
Duties
Researches, develops and implements health care programs, and ensure that they meet all appropriate legal, financial, and policy requirements.
Prepares contract support documentation to augment/maintain medical and support service levels utilizing General Fund Enterprise Business System (GFEBS).
Assists the Regional Health Contracting Office (RHCO-C) in several contract administrative functions as required and assures monthly reports on contractor performance are prepared in a timely manner and distributed as required.
Verifies compliance with Quality Assurance Surveillance Plans and contractual requirements by conducting and documenting monthly and as-needed on-site inspections.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Incumbent assigned to this position may be designated as Mission Essential and assume Essential Personnel status during 'Inclement weather/emergencies.
- Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08), in accordance with DoD Directive 5500-7-R, joint Ethics Regulation.

FOR GS-09Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes administrator developing or analyzing service contract approval (SCA) request packets, such as Performance Work Statement (PWS), Independent Government Cost Estimate (IGCE), or Quality Assurance Surveillance Plan (QASP). Prepare and present monthly reports, charts, and spreadsheets to inform, substantiate, and assist managers with contract management. Proficient with analytical tools such as Microsoft Office, specifically Excel (develop reports using Pivot, basic excel formulas, and cell manipulation).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Procurement/Contract Management, Procurement Financial Management or Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
FOR GS-11Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience as a contract officer representative, which includes independent development of labor and service contract requirements for a service contract approval (SCA) packet such as Performance Work Statement (PWS), Independent Government Cost Estimate (IGCE), Technical IGCE, Market Research, or Quality Assurance Surveillance Plan (QASP). Has experience as a Trusted Agent (TA) for contract staff and processing contractors for onboarding/in-processing. Prepare and present monthly reports, charts, and spreadsheets to inform, substantiate, and assist managers in determining the most expeditious and cost-effective strategy for providing health care services. Has accounting system experience such as GFEBS. Involved with acting as a liaison with internal (clinic) and external (contracting) partners.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Procurement/Contract Management, Procurement Financial Management or Business Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
