This position is in the Policy Studies Team, Historical Studies Division, Office of the Historian (FSI/OH), at the Foreign Service Institute.  The Policy Studies Team performs a wide range of unique and essential functions involving historical research, special projects and other initiatives based on new requirements of the Historian, the Deputy Historian, and/or the Historical Studies Division Director.

Duties

Directs the preparation of complex historical research initiatives, complex narrative historical studies of varying lengths, short turn responses to address inquiries from Department of State officials. Serves as a first level supervisor and performs the full range of supervisory duties in directing, managing, and evaluating the work of a small group of highly trained professional historians. Serves as a member of the Office's management team that advises the Historian on broad plans, strategic goals, and objectives.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Applicants must have the required experience or education as described below and meet any selective factors, when specified. BASIC REQUIREMENTS: Have a bachelor's or graduate degree from an accredited college or university in history; OR Have a bachelor's or graduate degree from an accredited college or university in a field related to history that included at least 18 semester hours in history; OR Have a combination of education and experience where your coursework was equivalent to a major in history, or a major in a related field, that included at least 18 semester hours in history, PLUS appropriate relevant experience OR additional education. IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience in planning, researching, writing and reviewing historical research findings, complex historical narratives, and documentary compilations comparable in effort and scope to a book length historical manuscript or a peer reviewed scholarly journal article-length publication.  Experience in conducting research and analysis of historical records relevant to current foreign policy in accordance with professional historical standards of judgement, objectivity, and accuracy.  Experience in assigning, reviewing, and supervising the work of others.  Experience in communicating orally and in writing with senior Department of State officials, SES level historians and archivists in the federal government, prominent academics and officers of professional organizations outside the federal government.
