The incumbent of this position plans, organizes, and directs the activities of the Air Force Reserve Command (AFRC) Personnel System Managers (PSM) across the Command (65 Locations). They implement requirements for the PSM functional community and work with PSM/Military Personnel Data Systems (MilPDS) HR Systems.

Duties

DUTY 1: Plans, organizes, and directs the activities of the Air Force Reserve Command (AFRC) Personnel System Managers (PSM) ensuring they comply with regulatory requirements and meet customer needs. DUTTY 2: Establishes, defines, and implements requirements for the PSM functional community to ensure operations are in line with regulatory requirements, support goals, and mission requirements. DUTY 3: Participates in special studies and projects related to PSMs/MilPDS HR Systems program. Assists the Chief, Data Section in strategic planning and in identifying immediate and long-range program/training and technology needs. DUTY 4: Communicates and coordinates Air Force Reserve (AFR) PSM/MilPDS HR System issues with higher headquarters, regulatory agencies, other installation units, and other local officials, etc. DUTY 5: Oversees the development of AFR Personnel System Documentation and Guidance.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in Data Systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree orLL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1. Knowledge of civilian and military personnel management policies, procedures, rules, guidelines, pertinent laws, regulations, precedents, major issues, program goals and objectives and administrative operations. 2. Comprehensive knowledge of civilian and military personnel data functions and Air Force, Air Force Reserve Command policies, procedures, structures, missions, programs, and organizational relationships. 3. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule and conduct special projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 4. Ability to make decisions and resolve problems based on knowledge of Air Force Reserve personnel procedures, instructions, and conventional processes. 5. Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation, and techniques. 6. Skill in gathering, assembling, and analyzing facts, drawing logical conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting briefings and reports. 7. Ability to exhibit good judgment, resourcefulness, originality, and innovation. 8. Knowledge of safety and security regulations, practices, and procedures. 9. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 10. Ability to plan, organize, train, and direct the activities of the AFRC Personnel System Managers (PSM). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing knowledge and expertise of data systems and products relating to organization systems and processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
