You will serve as an IT Specialist (SYSADMIN) in the Server Administration Branch (Code 109.12), Technical Support Division, Information Technology and Cyber Security Office, Portsmouth Naval Shipyard, Kittery, ME.

Duties
You will develop system administration management program plans, policies and standards.
You will install and maintain application software, control current versions and future releases of application software, and document the physical configuration of an information system.
You will optimize the functionality of applications and systems and diagnose and recover failed systems.
You will ensure the integration of information technology programs and services, and develop solutions to integration/interoperability issues.
You will manage and coordinate Windows-based systems, workstations, and network-attached storage systems which may be used at a variety of geographically dispersed locations.
You will implement and manage information assurance vulnerability assessments, sustain patch management, risk assessments, and develop mitigation strategies where necessary.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

- Work may involve overtime or call back.

Qualifications
EXPERIENCE:
Individuals must have IT-related experience demonstrating each of the four competencies listed below:

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Creditable specialized experience must demonstrate the following:
FOR GS-11 (one year of specialized experience equivalent to GS-09):
Experience developing guidance and procedures for implementation of applications, including planning and scheduling the installation of new or modified hardware and operating systems and application software.
Experience establishing and maintaining user accounts and passwords.
Experience performing Windows system management, including performance monitoring and tuning.
Experience performing storage system management, including monitoring disk usage and space availability.
Experience resolving hardware/software interface and interoperability problems.
FOR GS-12 (one year of specialized experience equivalent to GS-11):
Experience installing and maintaining application software, control current versions and future releases of application software, and documenting the physical configuration of an information system.
Experience managing the installation and integration of systems fixes, updates, and enhancements; and/or ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of systems administration services.
Experience resolving hardware/software interface and interoperability problems ensuring systems availability, functionality, integrity, and efficiency.
Experience integrating information system components, performance tuning tools and techniques and systems diagnostic tools and faults identification techniques.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Ph.D. or equivalent doctoral degree;
OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, with a major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-12: There is no allowable substitution of education for experience at the GS-12 grade level.
