The incumbent serves as an Administrative Officer, in Emergency Services in the VA New Jersey Health Care System (NJHCS). The Administrative Officer follows up on all performance measure details, as well as the day-to-day activities including personnel management, budgeting, and financial management activities, long and short-range planning, accreditation requirements, and policy and program administration.
Duties
Duties include, but are not limited to the duties below:
The incumbent possesses knowledge of administrative issues pertaining to personnel management for both Title 38 and General Schedule employees for all types of appointments, disciplinary actions, explanation of leave procedures, Physician Professional Standard Boards, Worker's Compensation, etc.
In conjunction with the Chief, prepares performance appraisals and proficiencies for all full time/part time/intermittent/fee bases physicians.
On a monthly basis, reviews status of providers' licensure, ACLS and BLS certifications and informs providers of any discrepancies
The incumbent is responsible for ensuring all medical students and residents entering into Emergency Services rotation/clerkships have acquired the necessary credentialing needed to work in the emergency department, this includes obtaining information needed to complete ECAR, PIV and the pharmacy, as well as completion of all required TMS assignments.
The incumbent supervises all administrative functions in the Office of the Chief, including control of all regular and special reports which include the preparation of an annual service report.
Incumbent assists in the interpretation of data to address administrative issues.
Assists the chief in preparing and revising organizational charts and related data for reports to management.
Coordinates and enhances the collaborative role between both clinical and administrative services with coordination of AO/COS and all other organizational AOs, participating in meetings, education, and follow-up, and accreditation preparedness
The incumbent is proficient with COR and FORCE. The incumbent performs a wide variety of contract procurement and COR duties; works closely with the NCO Contracting Service to acquire the goods and services needed for the mission and goals of VA.
The incumbent participates in management meetings, which involve discussions regarding product line policies, needs, and performance.
The incumbent serves on medical center committees representing emergency services.
Experience in the emergency department would be advantageous to the incumbent.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating, and scheduling meetings; Accurately preparing timecards for submission and processing; Managing the financial aspects of general fund control points and purchase procedures; Performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending. Carrying of light items such as papers, books, small parts, etc. no special physical demands are required to perform the work.
Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries. The majority of duties are performed in an office and will occasionally require work on the emergency department ward.
