This position is located within the Division of Health Professions Support (DHPS), Office of Human Resources (OHR), Indian Health Service (IHS), Department of Health and Human Services (DHHS). The DHPS is comprised of three branches: the Health Professions Support Branch (HPSB), Loan Repayment Branch; and the Scholarship Branch. This position is located within the HPSB.

Duties

The incumbent serves as the Program Specialist in HPSB responsible for developing, directing, and managing several programs and activities related to agency-wide health professions marketing, outreach, sourcing, recruitment, and retention. The Program Specialist is responsible for advising the HSPB Branch Chief and other agency stakeholders such as Human Resource Directors (HRD), Area Directors, and Clinical Consultants on health professionals recruitment/retention program goals, objectives, policies, and priorities. Duties: Implements and manages the IHS housing subsidy program. Writes the housing subsidy program policy and subsequent policy-related documents. Develops a variety of documents to include standard operating procedures and forms. Develops and manages an employee survey program to include entry, stay, and exit interviews. Writes policy and procedural documents outlining the survey program and process for dissemination across the IHS. Analyzes survey results and produces meaningful data for OHR and senior leadership use. Implements and manages the Federal Student Loan Repayment Program. Coordinates with Area Offices and OHR to develop program policy and procedural guidance. Disseminates information about the program and advises on specific aspects of this Federal program. Administers the program in collaboration with IHS HRDs to include verifying information and authorizing payments to eligible recipients.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Creating and managing recruitment/retention projects Writing guidelines or standard operating procedures Analyzing and reporting data to identify problems and strategize improvements Analyzing employment trends and examining internal and external recruitment and retention programs to develop programmatic strategies Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
