The Financial Management Specialist serves as a Financial Account Specialist and as such is responsible for providing expert technical authority on matters relating to financial analysis and reporting of patient accounts.
Area of Consideration (AOC): Open to current permanent employees of the Mid South CPAC, Station 731 or any of its satellite locations.
This position is covered by AFGE bargaining unit.
Duties
Duties may include but are not limited to:
Exercises delegated authority for all Accounts Management activities for all the facilities and CPAC.
Implements and manages all aspects of financial analysis and reporting on patient account activities for CPAC clients.
Implements strategic goals and objectives for the Accounts Management Department ensuring that these fulfill both client and CPAC needs.
Provides guidance and assistance to management on activities involved in analyzing the fiscal position of each CPAC client.
Monitors information and analytical systems to evaluate and enhance the quality of service provided to clients.
Implements information systems to provide analytical and reporting capabilities on patient accounts for CPAC clients.
Analyzes and evaluates information needs in order to develop appropriate report content, timing, format and delivery.
Implements reporting applications that complement and enhance CPAC and client reporting capabilities.
Provides services in accordance with the provisions of Service Level Agreements (SLAs).
Develops processes to support implementation of the CPAC Annual Work plan.
Establishes and maintains effective working relationships with other throughout the organization as well as externally.
Designs, plans, schedules and conducts studies. Training programs and organizational strategies to identify opportunities to improve customer service and quality.
Facilitates the innovative application of industry and agency best practices and quality management methods.
Work Schedule: Monday through Friday, 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing administrative laws, rules, and regulations related to billing and collections for healthcare services; Preparing a wide variety of written products such as complex financial reports, memoranda and program recommendations; Communicating orally to present highly complex data and information to audiences including senior managers and executives; Designing, planning and conducting studies, training programs and organizational strategies to identify opportunities for improvement; and Planning, organizing and carrying out assignments independently.

GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): You must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR;
GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): You must possess an equivalent combination of specialized experience and education beyond one (1) full year of graduate study. (The applicant's first year of graduate study is not qualifying for GS-9). If you qualify by a combination, your experience must be detailed in your resume and transcripts are required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is performed in a normal office environment.
