You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the P-CARD PROGRAM MANAGEMENT BRANCH of the ACQUISITION POLICY/OVERSIGHT DIVISION in the CONTRACTS DEPARTMENT of NAVAL SURFACE WARFARE CENTER.
This position is equivalent to the GS-13/14 level.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $128,043).
Duties
You will be a Purchase Card Organization/Agency Program Coordinator.
You will manage the Government-wide Purchase Card (GPC) program, and conducts high-level analysis of procurement regulations, policies, guidelines, trends and practices to establish local processes and procedures when needed.
You will lead, train, and coach team members in appropriate and effective acquisition strategies, problem solving techniques, and work methods relating to the
GPC program.
You will maintain accountability and responsibility for all operational training, purchase card accounts, and warrants for assigned personnel.
You will review policy, guidance and other references to provide feedback on process and policy changes to enhance the Command's ability to accomplish the mission while remaining compliant to program requirements.
You will be responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits with the card provider and ensure timely and accurate resolution.
You will prepare responses for Procurement Surveillance Performance annual self-assessments and the onsite assessment, GPC PPMAP, IG audits, command evaluation reviews and various other audits as required.
You will develop and manage the NSWC Crane GPC SharePoint On-line webpages and ensure accurate, informative data is provided for cardholders and approving officials relating to the program.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector performing government purchase card oversight and administration though analysis of procurement data to provide technical advice and resolve problems ensuring compliance with Federal regulations and procedures.
