As a Management and Program Analyst at the GS-0343-14, you will be part of HRS Leadership Development, Office of Personnel Management. This position reports to The Lab's leadership and supports the Lab's mission to build an innovative Federal workforce by teaching human-centered design as an effective approach to the complex challenges of government.
Duties
Provides information to key client agency and OPM stakeholders as it pertains to design project work.
Conducts analysis of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and effciency of work practices.
Counsels or advises Program Managers on methods and procedures, management surveys, management reports, and control techniques.
Identifies problems concerning the efficiency of applicable programs and administrative operations by conducting studies and analyzing finidings in order to make recommendations in reports.
Teaches the Fundamentals of Human-Centered Design or other workshops to Federal employees to build capacity in design-led innovation throughout the government.
Designs methods drawn from human centered design and other disciplines as appropriate to facilitate problem solving toward Federal Innovations.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
For the GS 14: You qualify for the GS-14 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties:
Providing Human-Centered Design services to external customers through project-based work;
Contributing as a lead designer on teams comprised of designers working on multiple design projects;
Scoping, planning and conducting design projects that cover multiple phases of the design process (such as research, synthesis and prototyping) and that last several months or more (rather than several days or weeks); and
Planning and delivering workshop and other interactive experiences that engage a wide variety of stakeholders in the co-design process.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
