This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: ACC-APG offers a multitude of flexible work schedules along with a robust telework policy that allows for maximum telework up to 100%.

Duties

Maintains manpower systems and/or reports to track and report center manpower accurately. Analyzes program execution data and statistics for completeness and accuracy. Executes Customer Service Representative (CSR) function, overseeing payroll liaison activities to over 900+ civilian employees. Investigates and resolves payroll issues associated with various and unrelated types of civilian appointment such as career, career conditional, consultants, temporary, part-time, student employment, etc. Prepares and presents formal and informal oral and written reports and briefings relative to assigned projects and studies.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.

Specialized Experience: One-year specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service that includes:1) Planning and executing manpower, personnel, financial, or payroll reporting; and 2) executes financial, payroll, manpower, or personnel system updates; and 3) provide technical advice and guidance for manpower or personnel assignments or financial or payroll issue resolution.
