You will serve as a SUPERVISORY ASSISTANT BUSINESS OPERATIONS MANAGER in the Northwest Regional Maintenance Center (NWRMC), Code 101 of PSNS and IMF.

Duties

You will supervise, direct, and coordinate a staff of Financial Management Analysts and Program and/or Management Analysts. You will be establishing performance standards and communicates priorities, goals, schedules, and expectations for the quality of work to be performed. You will review work in progress, assure cost, schedule, and quality objectives are met. You will be responsible for business policy matters concerned with strategic planning; business workload and workforce analysis and forecasting. You will be conducting studies and perform analyses of cost, quality and schedule performance on contracted ship maintenance and modernization availabilities, and special projects as required. You will be responsible for departmental financial management programs including accounting, budgetary, funds administration, expenditures, and travel review/confirmation. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization?s programs and activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying qualitative and quantitative analytical techniques in managing workload forecasting and financial programs (i.e. budgetary, funds administration, expenditures) in support of ship maintenance or repair projects.
